2011 SAN DIEGO INVITATIONAL TOURNAMENT RULES

 
Sanctioning
  1. The 2010 San Diego Invitational Tournament (SDIT) is a USBC certified tournament. The tournament is a mixed handicap competition open to men and women by invitation only.
    1. Professional bowlers, identified as belonging to a professional bowling organization, shall be permitted to bowl the tournament as follows:
      1. Not more than one professional bowler in a four-player lineup.
      2. Not more than one professional bowler in a two-player lineup.
      3. Each professional bowler shall be eligible to enter Singles, Doubles, Team, Individual All Events and the Optional Scratch and Optional Scratch Masters event.
      4. Professional bowlers MUST identify themselves at the time of registration.
      5. In the event that a professional bowler does not provide proper identification prior to bowling, they will be disqualified from the tournament.
  2. All participants must be a member of USBC or qualify under the Moral Support certified requirements and be able to provide proof of membership (current certified card or signed statement from league secretary verifying membership). Moral Support certified tournament with award recognition automatically extended to USBC members. Eligible nonmembers may qualify for USBC award recognition at their option by paying the appropriate fees for which the affiliated (United States Bowling Congress) will issue an associated membership card.

Event Participation
  1. The tournament events shall be handicap events and are as follows: Singles, Doubles, Team and Individual All Events. Optional Scratch and Optional Scratch Masters will also be offered.
  2. Each participant shall bowl three (3) games per event and must enter all three events. Teams will consist of four (4) members comprising any combination of men and women. Men and women will compete on an equal basis. Doubles partners must come from the same team. Total team average cannot exceed 800 pins.
  3. If a participant is not a member of IGBO, in any of its membership classes, he or she must pay a non-member participant fee of U.S. $25.00. The participation fee will be the property of IGBO.
  4. Each participant may bowl only once in each event.

Awards and Prizes
  1. All cash awards shall be based on the total pins plus assigned handicap for each event (with the exception of the Optional Scratch Masters).
  2. Awards will be given in the Handicap Division for the best Singles, Doubles, Team and Individual All Events. Individual All Events is defined as the nine (9) game total plus handicap of an individual bowler.
  3. The award ratio for the handicap division shall be at a minimum of at least 1:10, with the exception of Individual All Events, which shall be at least 1:20.
  4. Prizes will be distributed via check payable in US currency within thirty (30) days of the completion of the tournament, barring any protests. A tie in any position will result in the sum of the prizes being aggregated for the tied positions and divided equally by the number of ties for that placing. Prize funds will be based on 100% participation.
  5. The Prize Fund monies from Singles Event & Singles Individual All Events of the entry form and any other prize fund monies added to the Singles Event will be divided by PERCENTAGE of bowlers, both men & women.

    For Example: Based on 400 bowlers (300 Men and 100 women). The Prize Fund monies from the Singles Event & Singles Individual All Events of the entry form and any other prize fund monies added to the Singles Event will be divided by percentage of bowlers, both men & women. For this example, 75% of the prize fund money would go towards Men's Singles Event and Individual Men's All Events and 25% to Women's Singles Event & Women's Individual All Events.

Entering Averages
  1. Any bowler entering SDIT must have an established ten-pin average acceptable to USBC. The following rules shall be used to determine the entering average:
    1. The highest 2010-2011 book average or TAD with a minimum of 21 games. If bowler competed in more than one league, the bowler MUST submit the highest average of all leagues bowled.
    2. If none of the above is available, the highest 2009-2010 book average with a minimum of 21 games will be used.
    3. If none of the above is available, the highest July 27, 2011 average with a minimum 21 games will be used.
    4. If none of the above is available, an entering average of 225 (man or woman) will be used.
    5. If a bowler's current league average as of July 27, 2011 is 10 pins or more than the entering average submitted, the bowler must submit that average for an average adjustment (per USBC rule 319a-2).
    6. SDIT permits the participation of non-sanctioned bowlers, who shall use a minimum average of 130. Such bowlers shall be required to submit the Tournament Director to assign an average higher than the minimum average prior to participation of each event. (USBC rule 319b)
    7. If a bowler's 2009-2010 average is 10 pins lower than their 2010-2011 average, a 10-pin maximum drop rule will apply.
    8. The above averages MUST be verified with one of the following documents and MUST be sent with the entry:
      1. League Standing sheet, signed and dated by a league officer;
      2. Letter from the league President or Secretary;
      3. Photocopy of the book average (with year noted) and signed by a league officer.
    9. Sport Averages will not be accepted.
  2. The handicap for the tournament shall be based on 80% of the difference between the bowler's entering average (as determined above) and a scratch score of 225.

Re-rate Policy
  1. The tournament directors have the authority to adjust the entering average of any bowler or assign a provisional average pending verification (USBC rule #319e). Average adjustments will be applied as set forth under USBC rules. All average adjustments will be completed prior to any event. A bowler unwilling to accept an average adjustment is entitled to an event refund.
  2. If a bowler has a minimum (21) game tournament average that is 1 (ONE) pin higher than their entering average for this tournament, they must use the higher tournament average. Bowlers that have 21 tournament games and have an average of 1 (ONE) pin more than the submitted average will be required to: Show records of the names of tournaments bowled.
  3. It is the bowler's responsibility to verify the accuracy of his/her entering average, whether originally submitted by the bowler, his/her team captain or others. Failure to use the correct average, if the submitted average is lower than the correct average, will result in disqualification. (USBC Rule #319a-3)

Attendance and Substitutes
  1. It is solely and entirely the bowler's responsibility to be present at the assigned lanes at the time of bowling. Each bowler shall have the total responsibility to arrive in time to bowl. Mechanical failures, transportation irregularities, improper directions and related reasons DO NOT alter the application of Rules 17 and 18 below. (USBC rules will apply)
  2. Complete doubles and team entrants must be present for bowling each event. If a team member is not present, the team may use an authorized substitute (Rule 19). If no substitute is available, a zero score will be used for the missing bowler or bowlers.
  3. Late bowlers will begin bowling in the frame in which they are ready, with prior frames being scored as zero. No practice balls will be allowed for late bowlers.
  4. Substitutes may bowl at the discretion of the tournament directors. Their entering average must comply with Rule 11. Substitutes must complete an entry form.
  5. Bowlers will be allowed two (2) practice balls on each lane per event.

Entry Requirements
  1. The entry fee must be paid in U.S. funds by CHECK, MONEY ORDER, CERTIFIED CHECK made payable to SDIT or online with CREDIT CARD thru PAYPAL. An additional fee is required to enter Optional Scratch, Scratch Masters and Best 3 of 6. All entries are to be mailed "CERTIFIED, RETURN RECEIPT REQUESTED" or comparable international postal regulation. Entries & payments are to be mailed to:

    Entries shall be accepted at the US $93.00 fee until July 2nd, 2011. Entries postmarked after this date shall be imposed a $10.00 late fee. Entries shall be limited to the maximum of 320 bowlers. Once this maximum has been reached, no more entries can be accepted. The FINAL entry deadline is July 16th, 2011. Entry acceptance will be based on the order in which they are received. Once an entry has been accepted, NO REFUNDS will be issued except as stated above in Rule 14. Entries submitted online shall not be deemed to be confirmed until corresponding payment is received either by US Mail or by online credit card (PAYPAL) payment.

    AVERAGE VERIFICATION FOR ENTRIES SUBMITTED ONLINE THRU PAYPAL MUST BE MAILED OR FAXED PRIOR TO TOURNAMENT WEEKEND. FAX NUMBER is (619) 229-1646.

    Special Note: Any changes to any submitted entry after July 2nd, 2011 will be imposed a $10 administrative fee on each occurrence that must be paid at registration. NO PERSONAL CHECKS WILL BE ACCEPTED AFTER JULY 2nd.

    Partial team entries will be accepted. The tournament directors will make every effort to fill any vacancies.

Protests
  1. Any claims of errors or disputes must be submitted in writing to a tournament director or their appointed representative within two (2) hours of the error/dispute. The protesting bowler(s) or team, the tournament directors shall settle the dispute according to USBC Tournament rules.

General
  1. Any person attending and requiring special needs MUST notify a tournament director in writing.
  2. Each team captain MUST sign the entry form acknowledging he/she has read the rules.

Optional Scratch Masters
  1. Scratch Masters, in conjunction with SDIT 2011, is a mixed competition open to men and women.
  2. The tournament directors may place a bowler into a higher division at their discretion before the Scratch Masters Event.
  3. The nine (9) game scratch total from the tournament and paid entry into the Scratch Masters event is used to determine the five (5) qualifiers and one (1) alternate for the stepladder competition. Scores do not carryover except for seeding only. In case of a tie for the 5th position, a one (1) game roll-off will determine the 5th position.
  4. The five (5) qualifiers in ALL divisions will be seeded according to their nine (9) game scratch total pins from the SDIT tournament with the 1st seed being the bowler with the highest nine (9) game scratch total and the 5th seed being the bowler with the 5th highest nine (9) game scratch total. Using the stepladder format, the # 5 seed will bowl the # 4 seed. The winner moves on to the next seed the loser is finished. The higher seed determines what lane to start or finish on.
  5. Two (2) pairs of lanes will be available for practice bowling for all participants. It is requested that bowlers due to bowl the very next match be given priority for practice.
  6. In the event of a tie, a 9th and 10th frame roll-off will happen to determine the winner.
  7. The Scratch Masters competition will begin precisely at 11:00 a.m. with practice lanes available at 10:30 a.m. on Sunday, August 7, 2011 at Kearny Mesa Bowl. Check-in time is from 10:30 a.m. to 10:45 a.m. that day. Qualifiers failing to check-in within the allotted time will forfeit their position to the next highest seed.
  8. Any corrections or rule clarifications will be handled by the Scratch Masters coordinator immediately and before the next ball is thrown by either seed.
  9. The Scratch Masters payout will be 100% of the entry fees paid by participants in each division.
